CHPNIA DUMPSTER DISASTER of October, 2025

Over the weekend of October 10th, 2025, dumpsters were placed at Hillcrest Community Center. This is a free service meant to alleviate residents of large furniture, appliances, and garbage.

Someone decided to dump what seems to be a full trailer of yard refuse, branches, and a tire. So much so, that the dumpster wasn't even able to close any longer.

The City of Topeka let us know that we would incur fines if we didn't get the dumpster closed, so Peggy Lewis, Jonathan Smith, and his two kids went out in the rain and pulled, pushed, and threw branches and debris further into the dumpster in order to get it to close.

We may not be able to allow these free dumpsters again in the future, without volunteers available to monitor the site. =(

Central Highland Park Neighborhood Improvement Association (CHPNIA) plays a vital role in fostering a vibrant and thriving community. We are made up of residents who share a common vision of improving our surroundings, enhancing the quality of life, and creating a sense of unity among neighbors. CHPNIA was established about 1986. We are 501c3 Non-Profit Organization. Below are the primary goals that most Neighborhood Improvement Associations aim to achieve.

Enhancing Neighborhood Livability

The foremost objective of CHPNIA is to enhance the livability of the neighborhood by addressing local concerns and implementing initiatives that improve day-to-day life. This may include:

  • Improving Safety: Collaborating with law enforcement and local government to reduce crime and promote safe environments.

  • Beautification Projects: Organizing clean-up drives, landscaping, and public art installations to enhance aesthetic appeal.
